Category C is a services-only category, encompassing skilled technical labor and consulting engagements delivered directly to NASA and other federal agencies government-wide, with a shared program ceiling of $20 billion across all Category C awardees.
Government-Wide Acquisition Contract covers all Federal agencies and their approved contractors.
SEWP Program Overview
NASA SEWP VI (Solutions for Enterprise-Wide Procurement) is a 10-year Government-Wide Acquisition Contract (GWAC), administered by the NASA SEWP Program Management Office, that gives federal agencies direct access to a pool of pre-vetted, pre-awarded contract holders for IT, communications, and audio-visual products and services. Rather than running their own market research and competition from scratch, agencies request quotes through the SEWP Quote Request Tool and submit orders to the SEWP Program Management Office under standard federal Fair Opportunity procedures, reducing acquisition lead time while maintaining full competition among qualified vendors.
Scope of Services Under This Contract
Under NASA SEWP VI Category C Layermark provides the following services:

GIS & enterprise systems integration GIS integration built primarily on Esri ArcGIS, with comparable integration capability for other GIS platforms. Enterprise system integration via Layermark's LayerExchange (LX) platform, with built-in connectivity to widely used enterprise systems, saving significant effort and time on similar migration and integration tasks.
LX is also available as a fully managed, cloud-hosted SaaS subscription, delivering the same enterprise integration and data-unification capability without requiring the agency to operate or maintain any infrastructure of its own. Each customer runs in an isolated, dedicated environment. - Custom software & systems development Custom application modernization and development (web, desktop, and mobile solutions w/ integration to the associated enterprise systems)
- Data processing, hosting & analytics Data management, hosting, and analytics support. AI and analytics capabilities are delivered exclusively on US-developed AI models.
- IT & management consulting IT strategy, program/project management, and technical advisory services
- IT staff augmentation Staff augmentation as an ancillary support necessary to IT services-based solutions

CMMI appraisals & consulting Layermark, Inc. is an ISACA CMMI Institute Strategic Partner and holds a CMMI Level 2 appraisal, delivering CMMI process-maturity consulting and appraisal services. This includes CMMI AIM, ISACA/CMMI Institute's AI Maturity model, which extends the CMMI framework with AI-specific practices for governing AI adoption.

A.1.13 Fair Opportunity and Requests for Quotes
Contract clause - reproduced verbatim
Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.
The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users.
If the Government issues a Request For Information (RFI) as part of market research, the Contractor may provide items not yet listed on their SEWP contract as part of a market research quote if:
- all such items are clearly marked as not yet available on their SEWP contract; and
- the contractor submits a technology refreshment request to add those products to their contract
If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract, and the price of each item shall be no greater than the price in Attachment F SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid.
Unless the RFQ specifically allows for partial quotes, the Contractor must respond fully to all requirements specified in the RFQ. When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote.
When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM).
Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system.

Orders are placed through the NASA SEWP Program Management Office, not with Layermark directly. Your agency sends its Delivery Order to sewporders@sewp.nasa.gov or by fax to (301) 286-0317, or sends it to the contact above and Layermark submits it to the Program Office on your behalf. The Program Office verifies the order and assigns a SEWP Control Number. Layermark acknowledges receipt within 1 business day, begins fulfillment only after that number is assigned, and updates order status within 2 business days of any change. As the prime Contract Holder, LAYERMARK, INC. is solely responsible for fulfillment of every order, including where subcontractors assist.
